Planning Applications in Dufferin
Dufferin County is responsible for reviewing a variety of planning applications in accordance with the County Official Plan and applicable provincial legislation.
Applications submitted directly to the County, which only includes County Official Plan Amendment applications, are provided below together with the associated technical studies and supporting documentation.
Planning applications submitted to one of Dufferin County’s eight lower-tier municipalities and circulated to the County for review and comment are available through the interactive mapping portal below.

County Official Plan Amendments
COPA1-25 - 514504 2nd Line, Amaranth
On January 29th, 2025, Dufferin County received an application to amend the County Official Plan for the lands municipally known as 514504 2nd Line, Amaranth. The amendment sought to redesignate the lands from Prime Agricultural to Community Settlement Area to permit the development of a 19-unit residential estate subdivision.
At its regular meeting on April 9, 2026, Dufferin County Council passed a resolution to refuse the County Official Plan Amendment proposed as part of COPA 1-25 for the lands located to redesignate the lands from Prime Agricultural to Community Settlement Area.
COPA1-25 - Submission Materials
COPA2-25 - 476420 3rd Line, Melancthon
On August 22, 2025, Dufferin County received an application to amend the County Official Plan for the lands municipally known as 476420 3rd Line, Melancthon. The amendment seeks to redesignate the lands from Prime Agricultural to Community Settlement Area to permit the development of a 222-unit leasehold community, which also consists of recreational areas and a defined commercial area.
A Public Meeting was held pursuant to subsection 22 of the Planning Act, R.S.O. 1990, c.P.13, as amended, regarding the County Official Plan Amendment on April 15, 2026. A report with staff’s recommendations on the application will be presented to Council at a future meeting.
COPA 2-25 -Submission Materials
COPA3-26 - 063076 County Road 3, East Garafraxa
On April 21, 2026, Dufferin County received an application to amend the County Official Plan for the lands municipally known as 063076 County Road 3, East Garafraxa. The amendment seeks to remove the Employment designation from the subject lands to permit an additional 20-residential units for a previously Ontario Land Tribunal (OLT) approved Draft Plan of Subdivision. The total residential development would have 78-residential units.
A public meeting will be held in the future, with additional information on this meeting being circulated by the County of Dufferin through different communication channels.
